Waikato District Council, on New Zealand’s North Island, was using a range of disparate tools and templates to manage projects across the council. This caused a range of issues, from sub-optimal planning outputs, budget variations, project delays and capital works ‘carry-forwards’.
The council decided it needed a smarter solution, which would also help it meet increasing legislative requirements.
Liaising with stakeholders to understand Waikato District’s requirements, the council looked at over 400 providers of project management software and consulted with other councils before choosing CAMMS’ solution.
Organisational Planning and Project Support Team Leader, Kurt Abbot, said the council did its research as it saw the change as a high-risk undertaking.
“With significant organisational change impact, high expectations from key stakeholders and integration with our finance system the selection process had to be rigorous,” he said.
The council’s Project Management Officer developed and implemented an Enterprise Project Management Framework and supporting charter that acted as a guide for the effective and efficient management of projects across all work programs.
CAMMS’ solution was then used to bring to life Council’s Project Management Framework through the establishment of online project templates, workflows, decision gates and supporting toolkits within the single application.
The solution also seamlessly integrated with the council’s Finance (Technology One), GIS, HR and document management systems. Waikato District Council also utilised CAMMS’ Strategy Management solution to help oversee its Long-Term, Annual and Business Plans in addition to KPIs.
Waikato District Council is a great example of an organisation that has achieved extensive business process improvement, cultural change and project management maturity to now be a leader across the New Zealand public sector.
With CAMMS’ systems in place, the council has achieved remarkable progress within a limited time.
